The Arasaka line has been characterized by tough, workhorse wheeled vehicles, a step away from the classic tracked APCs and a nod to the fact that most Arasaka vehicles are going to be used for security purposes in cities that have good road networks.
Other companies sell wheeled combat vehicles, too. The low cost of such vehicles is just too tempting to ignore when you're watching the bottom line. They may not be able to go everywhere that a tracked vehicle can go, but they're cheaper, easier to maintain, and don't use as much fuel.

The Rhino was developed for SWAT as an APC with a little something extra ! The front of the vehicle is very low to the ground and highly sloped, the frontal armor is also reinforced to allow the Rhino to ram through walls and deliver its 8 man team right into the target zone with the maximum amount of surprise. While this vehicle is currently still in testing (the test squad assigned to the vehicle is the NCPD C-SWAT division) its overwhelming success has led to an ever increasing demand. The most dramatic of succes so far was when the Dirty Angels, NCPD's most notorious C-SWAT squad used it to ram through the wall of the Night City Bank and free hostages just last December. The coverage from this and public popularity has already led to the US armies Delta Force Division making a substantial pre-order.
